B. The Minutes of the February 28, 2013 Meeting were approved.

C. Overview of the Sewer System Management Plan (SSMP) and the California State Water Resources Control Board Order No. 2006-0003.
The Board Order and Chapters 1-Goals, 2-Organization, 3-Legal Authority, 4-Operations & Maintenance Program-4.1-Mapping, 7-Fats Oils Grease of the SSMP were discussed in detail.     

D.  Next Meeting Agenda Items.  The next meeting was set for April 18, 2013 at 8:30 and the topic of ISD’s Sewer System Management Plan (SSMP) Chapters 4, 5, 6, 8, 9, 10, 11 were chosen for discussion time permitting.

 B.      Planning of Future and Ongoing District Public Outreach Efforts

1.  Review Freedom High School teachers’ visit and comments and Jersey 
     Island Internship application
     Science teachers and the agriculture teacher came for a tour of the WRF and Jersey Island on March 5 to help set up an educational program that will help students learn about the Sanitary District. Jenny Skrel conducted the tour of the WRF and Dave DalPorto and Tom Williams conducted the tour of Jersey Island. Many ideas were passed around about the how students would benefit from seeing the facility in a tour fashion as well as the Sewer Science in the classroom, which brings a portable lab to the school and allows students to see the process.

Also discussed was the Jersey Island Internship. The agriculture teacher from the school was very excited about the program.

At the outreach meeting, the committee spoke further about the program and what next steps were to be taken. Discussed was BAWCA educational program, which is a free college program that helps students become sanitary district engineers. The committee instructed meeting with the career center counselor at the school about working on a Pathway program where students can prepare themselves for the program.
Also discussed was an internship at Jersey Island. This program still needs further research as Dave DalPorto is concerned how the District should proceed if a female student were to apply for the internship, in the case of the student working with one male employee. Currently there are no female employees working on Island.   

2.  FOG program: name for building; review cost of brochure rack, kiosk,
     paper towel rack and grease can.
The committee discussed adding a brochure racks, paper towel racks and what to use for a grease can to be handed out to residents. The committee also discussed a ribbon cutting for the new building to take place on April 27, on ISD’s Oakley Science Week Day. The committee also discussed signs, themes, and a garden around the building to draw attention to the site.

The committee approved a brochure rack that is to be hung inside the building that would hold newsletters, brochures and business cards.

The committee approved a paper towel holder and trashcan to be added inside the building to have available when people drop off grease.

The committee discussed grease can samples and decided to move to a different direction and look for a funnel to pour the grease in people’s own containers. The funnels would have the ISD logo and maybe some other information on grease disposal.

The committee discussed signage and came up with the theme of a lighthouse for the building. Roni Gehlke was instructed to look for a light for the top of the building that would make it look like a lighthouse. She was also asked to develop a sign and possibly a lighthouse cutout to add to the side of the building. The slogan for the building would be “Find your way to proper household grease recycling.” A smaller sign for the front of the building would say FOG House. FOG stands for Fats, Oils and Grease.


3.  ISD sign update
Discussed was the sign on Walnut Meadows Drive. Drawing was approved, with the addition of the FOG building adding a lighthouse theme.

Discussion was then directed to adding a directional sign on Main Street before Rose Avenue and before the canal to give people notice on where to turn on Districts Way. Roni Gehlke was directed to check with city on rules and design sign.

4.  Oakley Science Week Program activities
ISD, Delta Science Center and Diablo Water District will host the Extreme Delta: Delta Predators during the Oakley Science Week Celebration on April 27. The committee voted to invite the Native Bird Connection group to the event, which will bring raptors to the show and feature a one-hour lecture on the birds, plus keep the birds on site throughout the event. This is hoped to be a draw to bring people out to the event. The cost will be split with the DSC and the committee will ask if DWD would also like to contribute.

ISD will set up the microscope and show bacteria and offer hayride tours of the WRF again this year.

5.  Delta Science Center Learning Lab update
This issue was just briefly discussed. More of an update will be given next month.

6. CASA Education Foundation donation request
The committee agreed to donate $500 to the CASA Education Foundation Fund.

7.  Salinity Pollution Prevention Plan
This issue was held until next month.

8.  April newsletter story ideas
Topics for April newsletter were discussed including: Science Week activities, FOG building, Men at Work section, education program, solar ground breaking, rice field for Delta Science Center at Jersey Island, front page renewal of permit and May budget workshop.

Information discussed not on agenda: check out cost on 20x20 canopy to match the one we have.
