Ironhouse
Sanitary District is the owner and operator of the Ironhouse Sanitary District,
Water Recycling Facility (Facility), a publicly owned treatment works located
at 450 Walnut Meadows Drive, Oakley, California. The Facility provides sewerage services for
the City of Oakley, Bethel Island, and some unincorporated areas of Contra
Costa County, serving a population of approximately 38,969. The Facility provides tertiary treatment for
up to 4.3 million gallons per day (MGD). Tertiary treated wastewater from the
Facility is discharged to the San Joaquin River, a water of the United States,
within the Sacramento – San Joaquin Delta.
Discharges
from the Facility are currently regulated by Waste Discharge Requirements Order
R5‑2008‑0057, issued by the Central Valley Regional Water Quality Control Board
(Central Valley Water Board) on 25 April 2008. An Order is proposed to renew the NPDES
permit. The proposed NPDES permit renewal removes effluent limits for
settleable solids, oil and grease, aluminum, copper, fluoride, lead, total
residual chlorine, iron, manganese, and MBAS, because the upgraded Facility no
longer demonstrates reasonable potential to cause or contribute to an
exceedance of the applicable water quality objectives in the San Joaquin
River. The proposed Order also includes new
effluent limitations for methylmercury, diazinon, and chlorpyrifos. The Facility cannot immediately comply with
the new effluent limits for methylmercury, so a compliance schedule is included
in the proposed Order.

Only
designated parties will have these rights: to call and examine witnesses; to
introduce exhibits; to cross-examine opposing witnesses; to impeach any
witness; and to rebut the evidence against him or her. All other persons wishing to testify or
provide comments are interested persons and not designated parties. Such interested persons may request status as
a designated party for purposes of this hearing by submitting such request in
writing to the Central Valley Water Board no later than 5:00 p.m. on 29 October 2013. The request must explain the basis for status
as a designated party and in particular how the person is directly affected by
the discharge.
Persons wishing to comment on this
noticed hearing item shall submit testimony, evidence, if any, and/or comments
in writing to the Central Valley Water Board no later than 5:00 p.m. on 29 October 2013. Written evidence or comments submitted after 5:00 p.m. on 29 October 2013 will
not be accepted and will not be incorporated into the administrative record if
doing so would prejudice any party.
All designated parties and interested
persons may speak at the Central Valley Water Board meeting, and are expected
to orally summarize their written submittals. Oral testimony and cross
examination will be limited in time by the Board Chair.
